The Partenariat Hubert Curien (PHC) SIAM is implemented in Thailand by the Ministry of Higher Education, Science, Research and Innovation (MEHSI) and the universities, and in France by the Ministries of Europe and Foreign Affairs (MEAE) and Higher Education, Research and Innovation (MESRI).

Calls for applications for this program are launched on an annual basis.

Deadline for submission of applications: 30/07/2021

The English version of the SIAM 2022 call for proposals is available below.

Types of projects concerned

The objective of this program is to develop scientific and technological exchanges of excellence between the research laboratories of the two countries by encouraging new cooperation and the participation of young researchers and doctoral students.

Projects must be in at least one of the following ten scientific fields

  • Mathematics
  • Physical sciences
  • Marine sciences, geology, and planetology
  • Chemistry
  • Biology and health
  • Human sciences
  • Social sciences
  • Engineering
  • Information and Communication Science and Technology
  • Agriculture, agro-industry, environment, and biodiversity

For more details, see Annex A

Special consideration will be given to projects with a multidisciplinary approach.

Eligibility of the team

The call for applications is open to full researchers from research laboratories attached to higher education institutions or research organizations.

Each project must be presented by at least one Thai and one French partner. Each partner must nominate a project leader (the Thai project leader must be a researcher working regularly in a university or a faculty member who already has experience in leading research). Projects must be innovative.

Only applications co-submitted by the partner researchers to the authorities responsible for the program in their respective countries will be declared admissible. French researchers must check with their partners.

Teams that have already received funding from the PHC SIAM program are eligible, provided that the project is completely new and the old one completed before the application.

The active participation and mobility of young researchers, in particular doctoral and post-doctoral students, is a priority factor in the assessment of the project.

Researchers are strongly encouraged to continue the project after the two years of funding by the Siam CHP program.

Industrialists can join the project as "associate members".

Project criteria

Each proposal must include :

  • The precise identification of the partners (research organizations, laboratories, universities...) and a precise list of researchers who will participate in the project with their level of involvement; a project leader will be designated as coordinator. (only researchers in active positions within the partner institutions are eligible);
  • A scientific presentation of the project;
  • A timetable for the implementation of the work;
  • A detailed budget; (see operating procedures);
  • An official authorization specifying the commitment of each partner institution.

The partners must submit the same project in France and Thailand. On the French side, proposals must be submitted by the French project leader online at www.campusfrance.org/fr/siam. An English version of the same project must be submitted by the Thai project leader to the Thai Ministry of Higher Education, Science, Research and Innovation (MHESI). The deadline for submission of projects is 30 July 2021.

The evaluation of the projects will take into account the following criteria

  • Scientific quality of the project and the teams
  • Active participation of young researchers, in particular, doctoral or post-doctoral students
  • The interest of the cooperation and complementarity of the French and foreign teams
  • Prospects for structuring or developing the project. Networked projects with a European opening will be considered as a priority.

Project selection committee

Each project submitted is evaluated by experts from each side.

For the French side, on the scientific evaluations of the Delegation for European and International Affairs (DAEI) of the French Ministry of Higher Education, Research and Innovation (MESRI) and the strategic advice of the French experts appointed to the committee;

The authorities of both countries work together to compare the evaluations and decide jointly on the support granted to the selected projects.

2) Financial contributions from the partners involved in the project
The host organizations are obliged to cover the expenses related to the hosting and research work associated with the project presented.
In France, the partners will cover the costs related to the hosting and research work of the Thai senior and junior teachers and researchers.
The partners in Thailand will ensure the accommodation of the French researchers and the payment of their living allowances.

3) Contributions from other Thai research agencies
Other financial contributions may be made by Thai research bodies or agencies such as the National Science and Technology Development Agency (NSTDA).

As an indication, in 2020 the maximum annual funding granted per project to French participants was €12,000 in the 1st and 2nd year.

Intellectual property

It is the responsibility of project managers to take all necessary steps to protect intellectual property.
Please read carefully the attached document on good practice, which includes intellectual property rules. The submission of the project includes, de facto, the adherence, by all parties, to these rules.

Projects submitted to this AO may be examined under the PPST (Protection of Scientific and Technical Potential and Economic Intelligence). For more information on this scheme: https://www.enseignementsup-recherche.gouv.fr/cid27031/protection-du-potentiel-scientifique-et-technique-et-intelligence-economique-p.p.s.t.html

Project follow-up

Renewal of the support granted for a second year is subject to the drafting by the French project leader of an intermediate report (free format of one page mentioning the scientific results obtained and the mobilities carried out or to be carried out before the end of the current year) accompanied by a financial statement of the actions carried out or planned before the end of the calendar year.

A final scientific and financial report is required at the latest three months after the end of the projects. French project leaders are expressly requested to use the downloadable report template and to attach it to their online application after having completed it.

The same document must be sent to the Thai partner. This final report will pay particular attention to the scientific publications, communications and events carried out within the framework of the project, as well as to the mobilities carried out by the young researchers.

Publications: to be validated as scientific output, publications (articles in specialized journals or newspapers and communications in congresses or symposia), as well as reports, must explicitly mention the support granted by the Ministries of Europe and Foreign Affairs (MEAE) and Higher Education, Research and Innovation (MESRI) as well as by the Office of the Commission for Higher Education of the Thai Ministry of Education
