The Centre National d'Etudes Spatiales (CNES) is a public establishment of an industrial and commercial nature (EPIC). It is responsible for proposing France's space policy within Europe to the government and implementing it.

As such, CNES "invents" the space systems of the future, masters all space techniques, and guarantees France autonomous access to space.

As a major player in European space, CNES is a driving force behind proposals to keep France and Europe at the forefront of world competition. France's participation in the European Space Agency (ESA) is also ensured by CNES.

Each year, CNES grants about a hundred research allowances (theses and post-doctorates) to French and foreign students in the fields of :
- engineering sciences (orbital systems, space transportation systems),
- sciences using space resources (universal sciences, earth sciences, microgravity sciences)
- human and social sciences (law, history, economics, sociology, psychology, etc.)
