The Hubert Curien Partnership (PHC) SIAM is implemented in Thailand by the Ministry of Higher Education, Science, Research and Innovation (MEHSI) and in France by the Ministries of Europe and Foreign Affairs (MEAE) and of Higher Education, Research and Innovation (MESRI).

Calls for applications for this programme are launched on an annual basis.

Types of projects concerned


The objective of this programme is to develop scientific and technological exchanges of excellence between the research laboratories of the two countries by encouraging new cooperation and the participation of young researchers and doctoral students.

All scientific fields are concerned by this programme.

The following scientific fields will be considered as priorities :

Mathematics: Basic and applied mathematics, actuarial sciences


Physics: Physics of elementary particles, nuclear physics, atomic and molecular physics, condensed matter physics, atmospheric physics and geophysics, plasma physics, biophysics, astrophysics

Earth and Universe Sciences: Geography, Geology, Environmental Sciences, Soil and Water Sciences, Geodesy, Cartography, Remote Sensing, Meteorology, Oceanography, Aquaculture and Marine Resource Management, Climate Studies;

Projects involving a multidisciplinary approach will be given special attention. 
 

Conditions of eligibility of the team
The call for applications is open to researchers holding research laboratories attached to higher education institutions or research organisations.

Each project must be submitted by at least one Thai and one French partner. Projects must be innovative.

Only the application files co-submitted by the partner researchers to the authorities responsible for the programme in their respective countries are declared admissible. French researchers must check this with their partner.

Teams that have already received funding from the PHC SIAM programme are eligible provided that the project is completely new and the old one was completed before the application.

The active participation and mobility of young researchers, particularly doctoral or post-doctoral students, is a priority factor in the assessment of the project. 

Researchers are strongly encouraged to continue the project after the two years of funding by the PHC Siam programme.

Industrialists can join the project as "associate members".
 

Project criteria


Each proposal should include: 

  • The precise identification of partners (research organisations, laboratories, universities...) and a precise list of researchers who will participate in the project with their level of involvement; a project leader will be designated as coordinator. (only researchers in position of activity within the partner institutions are eligible) ;
  • A scientific presentation of the project;
  • A timetable for the implementation of the work;
  • A detailed budget; (see modalities of operation);
  • An official authorization specifying the commitment of each partner institution.
  • The partners will have to submit the same project in France and in Thailand. On the French side, proposals must be submitted by the French project leader. An English version of the same project must be submitted by the Thai project leader to the Office of the Commission for Higher Education. The deadline for submission of projects is 24 August 2020.

The evaluation of projects will take into account the following criteria :

  • Scientific quality of the project and teams
  • Active participation of young researchers, in particular doctoral and post-doctoral students
  • Interest of cooperation and complementarity of French and foreign teams
  • Prospects for structuring or enhancing the project. Priority will be given to network projects with a European dimension.

 
Project selection committee


Each project submitted is evaluated by experts from each party.

For the French part, on the scientific evaluations of the Delegation for European and International Affairs (DAEI) of the French Ministry of Higher Education, Research and Innovation (MESRI) and on the strategic advice of the French experts appointed by the committee;

The authorities of the two countries consult each other to compare the evaluations and jointly decide on the support granted to the selected projects. 

 

Operating methods


Funding is granted on an annual basis for two consecutive years.

The budget presented must show, as realistically and in as much detail as possible, the financial contributions expected from each partner or beneficiary (student, home institution, host institution, companies, local authorities, French and Thai ministries, etc.), according to the nature of the expenses: travel expenses between the two countries, travel expenses in the host country, subsistence expenses, teaching costs (specific to the institution, not including those covered by the State grant), laboratory costs, language preparation and support, documentation.


Eligible expenses


1. The resources granted by the French Ministry of Europe and Foreign Affairs (MEAE) will cover project-related mobility expenses up to a maximum of EUR 12 000 per project and per year. The amounts granted cover exclusively : 

Travel by French researchers, teachers or students to Thailand, including travel within the country: reimbursement of actual costs up to a maximum of EUR 1 200 per round trip between France and Thailand.
Payment of subsistence allowances in France for Thai researchers:
Short visit (less than 10 days): 110 EUR/day
Long stay (more than 10 days) : 45 EUR/day
This funding includes social protection for long stays in France. The funding is managed by Campus France. 
Funding must be used between January 1 and December 31 of the year in question and cannot be carried over to the following year.

2) The means granted by the Thai Ministry of Higher Education, Science, Research and Innovation (MEHSI) will cover funding for an amount not exceeding 150 000THB per project and per year. The means granted cover :

Travel of Thai researchers, teachers or students to France, including travel within the country: reimbursement of actual expenses up to a maximum of THB 50,000 per round trip from Thailand to France.
Payment of subsistence allowances in Thailand for French researchers.
Short Visit (less than 30 days) :
Senior : 1,200 THB/day  
Junior: 700 THB/day
Long stay (1-3 months) :
Senior: 40,000 THB/month 
Junior: 25,000 THB/month
3) Financial contributions from the partners involved in the project
Host organizations are obliged to cover the expenses related to the hosting and research work associated with the project submitted. 
In France, the partners will cover the expenses related to the hosting and research work of Thai teachers and senior and junior researchers. 
The partners in Thailand will ensure the accommodation of French researchers and the payment of living allowances. 

4) Contributions from other Thai research agencies
Further financial contributions may be made by Thai research organizations such as the Thailand Science, Research and Innovation (TSRI) and the National Science and Technology Development Agency (NSTDA). 

As an indication, in 2020 the maximum annual funding per project for French participants was 12 O00 € in 1st and 2nd year.

 

Intellectual Property


It is the responsibility of the project managers to take all the necessary measures to protect intellectual property.
Please read carefully the attached document on good practices, including intellectual property rules. The submission of the project includes, in fact, the adherence, by all parties, to these rules.

Project monitoring


The renewal of the support granted for a second year is subject to the French project leader writing an interim report (free format of one page mentioning the scientific results obtained and the mobilities carried out or to come before the end of the current year) accompanied by a financial statement of the actions carried out or programmed before the end of the calendar year.

A final scientific and financial report is required no later than three months after the end of the projects. French project leaders are expressly requested to use the downloadable report template and to attach it to their online application after completing it. 

The same document must be sent to the Thai partner. This final report will pay particular attention to scientific publications, communications and events carried out within the framework of the project, as well as to the mobilities carried out by the young researchers. 

Publications: in order to be validated as scientific production, publications (articles in journals or specialised journals and papers in congresses or symposia), as well as reports, must explicitly mention the support granted by the Ministries of Europe and Foreign Affairs (MEAE) and of Higher Education, Research and Innovation (MESRI) as well as by the Office of the Commission for Higher Education of the Thai Ministry of Education.

Project leaders are invited to submit their applications early to avoid technical problems that could jeopardize the timely submission of their applications.

Applications may be submitted in French or English.

 

Managing mobility


For each mobility, the French project leader must fill in a commitment form and send the complete file at least 3 weeks before the researcher's departure, to the email address on the back of each commitment form or by post to :
